Work includes administering the City's Small and Emerging Business Program (SEB) and/or Economic Equity & Inclusion Program (EEIP). Incumbents monitor contract and policy compliance, network with community partners, and perform community engagement activities. Work is performed with relative independence but receives general guidance from an assigned supervisor.Education and Experience: The knowledge, skills, and abilities may be acquired through, but are not limited to, the following combination of education and/or experience.Bachelor's degree in economic development, community development, sociology, business administration, political science, or a related field AND

Three (3) years of progressively responsible experience in any of the following: the application of civil rights laws and regulations; community affairs; program/project administration; civil and human rights; contract compliance; or economic inclusion.
Special Qualifications:

  • Must be able to transport oneself or coordinate transportation to work sites throughout the City during the course of the work day.
  • May be required to work varying evenings, nights, and weekends.
  • Ability to speak and understand Spanish fluently is preferred.Pay Range: $56,992.00 with step increases to $85,113.60 AnnuallyBenefits: Forty-hour work week. The training and experience form will be given to candidates once their application has been received, reviewed by a recruiter, and accepted to test for the position. The form must be completed and returned to the Human Resources Department by November 6, 2024 (passing score 60%). Final eligibility list will be the training and experience form weighted 100%.Veteran Points: To claim five (5) points for veteran's preference, you must submit proof of service (such as a DD-214) that includes the date of induction, date of honorable separation, and Social Security number. (You must have completed more than 180 consecutive days of active duty.) To receive an additional five (5) points credit for disability, you must submit proof of eligibility from the United States Department of Veterans Affairs dated within the last 12 months. This information must be submitted to the Human Resources Department by November 6, 2024.Required Knowledge, Skills, and Abilities:
    • Knowledge of English usage and grammar.

    • Knowledge of, and ability to operate, computers and other technology using standard or customized computer or systems software applications appropriate to the assigned tasks.

    • Skill in creating and conducting presentations and brokering relationships within the community.

    • Ability to learn and adapt to advances in computer and electronics device technology and software.
    • Ability to establish and maintain effective working relationships with fellow employees, community partners, and with members of the general public.
    • Ability to organize and analyze data and problems to make responsible recommendations for solution in accordance with human rights laws and regulations.
    • Ability to understand written or oral instructions.
    • Ability to adhere to safety policies, procedures, and guidelines.
    • Ability to sit 76 to 100% of the time; to bend, stoop, and reach from 51 to 75% of the time; and to stand and walk from 26 to 50% of the time.
    • Ability to move objects weighing up to ten (10) pounds 0 to 33% of the time.Essential Functions: Any one position may not perform all of the duties listed, nor do the listed examples include all of the duties that may be performed in positions allocated to this class.
      • Administers the City's Economic Equity & Inclusion Program (EEIP) and/or Small and Emerging Business Program (SEB).
      • Monitors policy compliance in contracts and submissions, which may include monitoring taxes, workers compensation, Nebraska Employee Classification Act/Department of Labor compliance, etc.
      • Determines if contract bids are SEB or EEIP eligible and attends pre-bid meetings.
      • Works with Departments to reach SEB goals and provide input on EEIP compliance.
      • Communicates economic inclusivity goals to community partners.
      • Conducts outreach for SEB and EEIP programs, including the Apprenticeship Incentive Program.
      • Works with small and emerging business entities and owners on contracting with the city and adhering to program requirements based on SEB ordinance.
      • Administers the EEIP Ordinance, including overseeing inclusion efforts with workforce development, youth outreach, and subcontracting.
      • Prepares and conducts presentations and workshops for the general public, including contractor and public education programs related to the EEIP, apprenticeship, and contract compliance.
      • Addresses the public on small business opportunities.
      • Manages relationships with community partners, including connecting companies with community groups, non-profits, educational institutions, universities, correctional facilities/re-entry providers, workforce development agencies, and other various organizations to foster strong relationships.
      • Recommends and drafts policies and ordinances.
      • Prepares detailed reports for department leadership and other internal staff or outside organizations.
      • Investigates companies doing business with the City to ensure compliance with equal opportunity requirements.
      • May participate in local and national committees and boards related to economic inclusion, and communicate with other cities' elected officials to inform and advise on creating SEB or EEIP programs in their areas.
      • Maintains regular job attendance in accordance with a schedule established for the position by the supervisor.
      • Performs other related duties as assigned or as the situation dictates within the scope of this classification.Conditions of Employment: Candidates must provide proof of U.S. citizenship or proof of permanent residence or authorization to work.
